 News from the university (Article by Liu Haoran from the Security Department; Photos provided by Pei Xinchuan from the Security Department) In order to effectively ensure the implementation of measures related to school safety and stability, the university held a meeting on safety and stability work for 2026 on the morning of March 23 in Conference Room 206 of the administrative building at Nanquan Campus. Sun Fangcheng, the university president, Tan Mingshu, the vice president, and Tan Qigui, the assistant to the president, attended the meeting. Heads of relevant functional departments, deans of various colleges, and secretaries of the Party branches also participated. Staff from Shuangqiao Campus joined the meeting via video conference. The meeting was chaired by Xiong Li, the director of the Safety and Stability Office.

At the meeting, Xiong Li reported on recent safety and stability incidents in Chongqing’s education system, as well as the problems encountered in maintaining school safety since the start of the new semester after winter break. He also conducted a detailed analysis of the potential risks and hazards involved. Subsequently, Chen Yanlian, the deputy director of the Academic Affairs Office, gave a presentation on laboratory safety management at the school. Tan Qigui put forward requirements regarding school infrastructure construction and logistical support services. He emphasized the need to strengthen safety management during construction projects, ensure comprehensive supervision of food safety in the cafeteria, enhance electrical safety measures in teaching buildings and student dormitories, and carry out regular maintenance and hazard inspections of school facilities. Tan Mingshu stressed that teaching safety is crucial for the development of the school, with laboratory safety being a key aspect of teaching safety overall. All teaching units must take immediate action, assign clear responsibilities, and ensure that all requirements are thoroughly implemented.

Finally, Sun Fangcheng gave instructions regarding school safety and stability, emphasizing that this matter is of great importance and requires utmost attention. He stressed the need to focus on ensuring “four aspects are properly implemented”.

First, ideological understanding must be solid. The entire school community must fully recognize the extreme importance of safety and stability efforts. We must always remain vigilant about safety issues, resolutely overcome complacency, luck-based thinking, and any sense of relaxation, and ensure that safety management procedures are properly followed.

Second, management requirements must be thoroughly implemented. All units must strictly adhere to the principles of “equal responsibilities for the Party and government, dual responsibilities for each position, joint management by all parties, and accountability for negligence.” Safety responsibilities should be clearly assigned at every level and to specific individuals. It is also necessary to further improve various safety management systems and emergency response plans to ensure that there are no gaps in management or loopholes in the regulations.

Third, inspections and rectifications must be thorough. Attention should be paid to key areas such as fire safety, laboratory safety, food safety, traffic safety, and campus security. Comprehensive inspections should be conducted to identify potential hazards. Once issues are identified, they should be recorded in a list, responsibilities assigned, and deadlines set for resolution. Every hazard must be eliminated at an early stage.

Fourth, implementation must be thorough. The principal leaders of each secondary unit must carry out the school’s safety management procedures and regulations with a high sense of responsibility. By implementing these measures comprehensively and meticulously, we can eliminate potential safety hazards and risks to the greatest extent possible. It is essential to work together to strengthen the campus safety barrier and maintain a harmonious and stable environment on campus.

This meeting further enhanced the safety awareness throughout the school and outlined the priorities for maintaining safety and stability in the near term. It emphasized the need to pay close attention to laboratory safety measures and ensure their effective implementation, thereby shifting the focus of laboratory safety management from reactive response to proactive prevention. All departments immediately took action, adopting stricter standards, a more diligent approach, and more concrete measures to ensure that all aspects of safety and stability are properly addressed. This will create a safe and reliable environment for teaching and research, laying a solid foundation for the school’s high-quality development.
